Thiruvananthapuram: Chief Minister Oommen Chandy appears to have made an attempt to make the best use of the limited options available with him in the induction of nine Congress Ministers in his team.

But the choice bears his stamp because he has succeeded in ensuring berths for trusted lieutenants such as K. Babu and K.C. Joseph. Both Mr. Babu and Mr. Joseph had to sit out on all previous occasions when the United Democratic Front came to power.

One of the main limitations he had to overcome was the low ruling number of 38 MLAs that the Congress has in the Assembly. The second was the need to maintain the communal equation of his overall team, including Ministers of the coalition partners, and this had to be achieved by inducting Ministers from the Congress in a minority-dominated UDF.

The third limitation was the compulsion of sticking to faction formula in the Congress as per which he had to concede space for accommodating Kerala Pradesh Congress Committee president Ramesh Chennithala's men.

At present, Mr.Chandy has five Ministers who are ardent camp followers, leaving four slots to supporters of Mr. Chennithala in acknowledgement of his increasing clout in the party.

Strong Opposition

Mr. Chandy's Cabinet will have to face one of the strongest Opposition the Assembly has ever seen, with the frontline Ministers of the former Left Democratic Front government lining up the main rows of the Opposition Bench in the House. His team will have to bring in their best parliamentary skills to battle the LDF, which has already made it clear its intentions.

From the Congress, Mr. Chandy will have to depend on Mr. Aryadan Mohammed, who has been Minister four times and a legislator for over eight terms, to provide the sharp edge to his team.

Mr. Mohammed is expected to get the Electricity portfolio. Mr. Thiruvanchoor Radhakrishnan, an MLA since 1991, was Minister for Water Resources in Mr. Chandy's Cabinet from 2005-06, besides holding temporary charge of Health and Forest.

Mr. Chandy will also get the credit of having inducted a member each from both the Scheduled Tribe and Scheduled Caste communities for the first time in the history of the Cabinet. According to sources, P.K. Jayalakshmi, who is a first timer and the lone woman representative in the UDF in the Assembly, and A.P. Anil Kumar, a legislator since 2001 and a Minister in Mr. Chandy's earlier Ministry, will be handling prime portfolios.

Mr. Babu gets an opening for the first time but he has already shown his mettle in Assembly debates from 1991, when he entered the Assembly as a first timer. Mr.Babu is expected to get the Excise portfolio. Mr. K.C. Joseph has been an MLA since 1982 representing the Irikkur seat in Kannur. Mr. Joseph has been the Congress Legislature Party secretary for long. Mr. Joseph is most likely to get Tourism or Fisheries.

Adoor Prakash has been a legislator since 1996 and was the Minister for Food and Civil Supplies in Mr. Chandy's earlier Ministry. He was earlier in the Karunakaran camp. Now, Mr. Prakash is known as Mr. Chennithala's supporter and is likely to get the Revenue portfolio.

C.N. Balakrishnan has held several party posts, including that of KPCC treasurer. Even though he is becoming an MLA for the first time, his organisational capabilities will be an asset, according to his supporters.

Mr. Balakrishnan, who comes in as Chennithala's nominee, is likely to get the Cooperation portfolio.

Mr. Sivakumar is not new to parliamentary politics. He was earlier a Member of Parliament from Thiruvananthapuram. He makes his entry into Mr. Chandy's Cabinet as a Chennithala nominee in the very first term as an MLA. Mr. Sivakumar, who is at present the president of the District Congress Committee, is tipped to get either Health or Transport and Devaswom.
